By Joan Ngugi

The State Department for the Arid and Semi-Arid Lands (ASALs) and Regional Development, in collaboration with the Dryland Learning and Capacity Building Initiative (DLCI) and the Frontier Counties Development Council (FCDC), convened the 4th Pastoralist Leadership Summit (PLS) Resolution Implementation Meeting, with a focus on the Water, Energy and Roads, Land Rights, and Natural Resources sectors.
The meeting, chaired by Dr. Evans Atera, Director of Research and Partnerships, brought together key stakeholders drawn from Government Agencies and Development Partners. The forum provided an opportunity to take stock of progress made, identify implementation gaps, and strengthen coordination mechanisms aimed at accelerating the delivery of the 4th PLS resolutions.
Participants underscored the importance of a multi-sectoral and collaborative approach in addressing the unique development challenges facing pastoralist communities. Discussions highlighted practical pathways for translating policy commitments into tangible interventions that enhance service delivery, protect land and natural resource rights, and promote sustainable livelihoods in ASAL regions.
The State Department reaffirmed its commitment to ensuring that the resolutions of the 4th Pastoralist Leadership Summit are effectively implemented and aligned with national development priorities. Emphasis was placed on partnerships as a key enabler in driving impact and accountability across the targeted sectors.
The State Department further appreciated the partnership of Namati for its continued support in strengthening and advancing the implementation of the 4th PLS resolutions within the sector.
The meeting marked a significant step in sustaining momentum from the 4th PLS and reinforcing collective action towards inclusive, resilient, and sustainable development for pastoralist communities.
