Ministry of EAC, ASALs and Regional Development. Signs FY 2025/2026 Mid-Year Performance Contract, Reaffirms Commitment to Results.

The Ministry of East African Community, ASALs and Regional Development has reaffirmed its commitment to accountability, service delivery and results based management following the signing of the FY 2025/2026 Mid-Year Performance Contract.
The ceremony was led by Cabinet Secretary Beatrice Askul Moe alongside Principal Secretary for the State Department for ASALs and Regional Development, Kello Harsama,CBS and Principal Secretary for the State Department for East African Community, Dr. Caroline Karugu.
The signing marks a key milestone in the Government’s performance management framework, providing an opportunity to review progress made during the first half of the financial year, identify challenges affecting implementation, and strengthen strategies aimed at achieving annual performance targets.
Speaking during the event, CS Askul emphasized the Ministry’s commitment to ensuring efficient service delivery and impactful development outcomes across the sectors under its mandate. She noted that performance contracting remains a critical tool in enhancing transparency, accountability and results-oriented governance within the public service.
The ceremony was witnessed by Principal Secretary Ahmed Abdisalan Ibrahim from the State Department for National Government Coordination, who represented the Prime Cabinet Secretary.
PS Ibrahim commended the Ministry for being the first to conduct its Mid-Year Performance Review, noting that the initiative demonstrates strong leadership and commitment to performance management within government institutions.
He also recognized the Ministry’s recent achievements, highlighting that it emerged as the third most improved Ministry in performance in the previous evaluation cycle. He described this recognition as a clear testament to the dedication, teamwork and focus demonstrated by the Ministry’s leadership and staff.
The Mid-Year Performance Contract signing underscores the Ministry’s continued focus on strengthening delivery of its mandate, particularly in advancing regional integration within the East African Community and promoting sustainable development in Arid and Semi-Arid Lands (ASALs).
Through strengthened monitoring and evaluation mechanisms, the Ministry aims to ensure that its programmes and initiatives translate into tangible benefits for communities across the country and the broader region.
The Ministry reiterated its commitment to maintaining momentum in the second half of the financial year to ensure all performance targets are achieved and that development priorities in East African Community affairs, ASALs and Regional Development are effectively delivered.
