Government Disburses HSNP Cash Transfers to Support Vulnerable Households in ASAL Counties.

The Government, through the National Drought Management Authority (NDMA), has disbursed Hunger Safety Net Programme (HSNP) cash transfers covering the period July to November 2025, targeting vulnerable households across Mandera, Marsabit, Wajir, Turkana, Samburu, Isiolo, Garissa, and Tana River counties. The intervention comes amid worsening food insecurity driven by prolonged drought conditions and economic pressures affecting Arid and Semi-Arid Lands (ASALs).
The cash transfers are aimed at cushioning vulnerable households, protecting livelihoods, and enhancing food access for communities facing heightened climate and economic shocks. HSNP remains a key pillar of the Government’s adaptive social protection framework, providing timely and predictable support to households most at risk.
In this context, Cabinet Secretary Hon. Beatrice Askul Moe, together with Principal Secretary Mr. Kello Harsama, today met NDMA field teams, County Coordinators, and Programme Officers in Nairobi for a comprehensive briefing on the Second Kenya Social and Economic Inclusion Project (KSEIP II). The project seeks to strengthen economic resilience among poor and vulnerable households while enhancing Kenya’s adaptive social protection systems.
The briefing provided an opportunity to review programme implementation, assess progress, and align operational priorities with national development objectives. Emphasis was placed on improving coordination between national and county teams to ensure efficient delivery of social protection interventions across ASAL regions.
The meeting was attended by NDMA Board Chairman Mr. Shallow Abdullahi Yahya, NDMA Chief Executive Officer Lt. Col. (Rtd) Hared Hassan Adan, and Board Member Mr. Gilbert Tenai, alongside senior officials from NDMA and the State Department.
The Government reaffirmed its commitment to building a resilient and inclusive future for ASAL communities, leveraging social protection programmes such as HSNP and KSEIP II to mitigate shocks, strengthen livelihoods, and promote sustainable development.
